Tom is a founding partner of Olive Waller Zinkhan & Waller LLP, formed in 1977. Born and raised in Regina, Tom attended the University of Saskatchewan, Regina Campus where he received his undergraduate degree in economics in 1971. He received his law degree from the University of Saskatchewan College of Law in 1972 and was admitted to the Law Society of Saskatchewan in 1973. Tom was appointed Queen's Counsel in 1995. He has also served as a mentor under the Law Society mentor program. Tom is a member of the Canadian and Regina Bar Associations.
Tom served as Chair of the Board of Directors of the Saskatchewan Gaming Corporation, a Crown corporation operating Casino Regina and Casino Moose Jaw, from September, 1998 until August, 2007. Tom has drafted legislation dealing with Crown corporations for provincial governments and served as general counsel for the Crown Investments Corporation of Saskatchewan (CIC) from 1977 to 1982.
Tom has served on a number of labour arbitration boards as either a union or management nominee. He has appeared before the Saskatchewan Labour Relations Board and Boards of Arbitration representing either labour or management. Tom is qualified to act as a mediator under the rules of the Law Society of Saskatchewan.
Tom has represented First Nations in the negotiation of both Specific and Treaty Land Entitlement Claims. He provided advice to the Federation of Saskatchewan Indian Nations on certain aspects of the Treaty Land Entitlement Framework Agreement, as well as serving as legal counsel and negotiator on some of the Province's largest Treaty Land Entitlement Agreements. He has been counsel for a number of First Nations on inquiries conducted by the Indian Claims Commission.
Tom has lectured at various seminars on labour/employment law and Aboriginal law issues including commercial development for First Nations and the negotiation of claims. He has also spoken on Crown Corperation Governance issues at conferences and seminars organized by the Conference Board of Canada and others.
In 2004, Tom took a leave of absence from the firm and assumed the role of President and CEO of CIC. CIC is the holding company of the province with assets in excess of eight billion dollars. It's subsidiaries include SaskPower, SaskTel, SaskEnergy and Saskatchewan Government Insurance. It also held the Province's interest in New Grade Energy Inc., which owned a heavy oil upgrader in Regina. As President and CEO of the holding company, Tom was responsible for the oversight of a process of renewal in the Crown Corporation sector. He returned to the firm in March, 2006 after another member of the firm, who had been handling First Nation Claims work, was appointed as a judge. He continued a role with the government from March, 2006 until June, 2007, acting first as CEO of the Province's Forestry Secretariat and as lead Provincial negotiator.
Tom practises with the firm's Aboriginal law and employment/labour law teams as well as being involved with commercial transactions and specialized litigation.
