Shelley received her Bachelor of Arts degree from the University of Saskatchewan in 1990. She attended the College of Law, University of Saskatchewan, and received her Bachelor of Laws in 1993. Shelley was admitted to the Saskatchewan Bar in 1994.

Originally from Oxbow, Saskatchewan, Shelley completed her Articles of Clerkship in Saskatoon. She practised law in Saskatoon until joining Olive Waller Zinkhan & Waller LLP in January 1998. She continued with the firm until 2001, when she accepted a position as a Labour Relations Consultant with the Regina Health District. Shelley resumed the practice of law at Olive Waller Zinkhan & Waller LLP in 2002 becoming a partner in 2004.

Shelley is a member of the Canadian and Regina Bar Associations. She previously held the positions of Secretary and Vice-Chair of the Saskatchewan Branch, Administrative/Labour Law (North) section of the Canadian Bar Association. Shelley has presented for the Saskatchewan Legal Education Society and other community organizations on such topics as workplace harassment, structuring employment contracts and Labour Standards Act issues.

Shelley practises in the areas of employment and labour law in addition to practising with the firm's credit union and debtor/creditor law teams.
