Perry attended the University of Saskatchewan and earned undergraduate degrees in Arts and Education before receiving his law degree in 1989. Perry was admitted to the Law Society of Saskatchewan in 1990. He articled and first practised law in his hometown of Melfort, Saskatchewan.

From 1992 to 2001 Perry served in a number of progressively more senior positions with the Government of Saskatchewan in Regina. Just prior to returning to private practice, Perry served as Assistant Cabinet Secretary and Clerk of the Executive Council. In this capacity, he was also Registrar of Regulations and a member of the Saskatchewan Honours Advisory Council. Perry joined Olive Waller Zinkhan & Waller LLP in 2001 and became a partner in 2003.

Perry has been extensively involved with corporate and credit union boards. He served as a director for nine years and as President of Sherwood Credit Union's Board of Directors (now Conexus Credit Union). He was a delegate to Credit Union Central of Saskatchewan (now SaskCentral) and served on numerous committees of that organization. Perry also served as chair of the Board of Saskatchewan Opportunities Corporation (SOCO). He is a past member of the United Way of Regina Campaign Cabinet and, for the past seven years, has served on the Worship Committee at Sunset United Church.

Perry is currently Vice-President(2009-10) of the Saskatchewan Branch of the Canadian Bar Association and previously has served as Treasurer of the branch executive, and as Chair, Business Law (South) Section. He has presented at CBA Mid-Winter meetings, various Branch Section meetings and continuing legal education seminars. He is also a member of the Saskatchewan Trial Lawyers Association and the Regina Bar Association.

Perry's practice is in corporate/commercial transactions, securities law, real estate and corporate litigation.
