Matthew was born and raised in Saskatchewan, growing up in Canora. Matthew attended the University of Saskatchewan where he obtained a Bachelor of Arts degree in 2002. Matthew continued his studies at the College of Law at the University of Saskatchewan obtaining a Bachelor of Laws degree in 2005.

Matthew has a strong interest in environmental law as signified by his time spent at the University of Victoria where he obtained a Master of Laws degree in 2007. Matthew's thesis, entitled "The Public Trust Doctrine: Ensuring the Public's Natural Right of (Perpetual) Access to Common Resources", examined the public's right to access clean and sustainable resources in Canada.

Matthew was admitted to the Saskatchewan bar in 2008. Matthew is a member of the Canadian Bar Association and the Regina Bar Associations.

Matthew carries on a general practice of law.
