Dion grew up in Regina where he attended the University of Regina, earning a Bachelor of Arts degree in 1989. Dion received his Bachelor of Laws degree in 1992 from the University of Saskatchewan. Dion was admitted to the Saskatchewan Bar in 1993.

Dion practised with Olive Waller Zinkhan & Waller LLP from 1993 to 1999. From 1999 to 2004 Dion practised law in the Middle East working with one of the largest international firms in Kuwait, and acting as general counsel for a major international retail company. During his tenure in the Middle East, Dion gained significant experience in international commercial matters, specifically in the areas of franchising, banking and leasing. Dion rejoined Olive Waller Zinkhan and Waller LLP in 2004 and became a partner in 2006.

Dion's practice focuses on corporate/commercial transactions, residential and commmercial financing and real estate, securities law and franchises.
